Amsterdam's public library OBA: free cards under 27, EUR 40 a year for an adult Basis card with 20 loans, and EUR 62.50 unlimited if you borrow more

People who have just moved to Amsterdam often lack one thing: a place that costs nothing and feels normal to sit in. OBA, Amsterdam's public library, is that place, with 30 branches across the city; the central library, OBA Oosterdok, sits on the water east of Centraal Station, with the Babel restaurant on the top floor. OBA's English page states that you do not need a membership to visit, use the wifi or join most activities, and study and work places are free. You only need a card to borrow, and the 2026 price list is kind to young people: free under 18, and a free card without e-books for ages 19 to 26. It suits newly arrived students, remote workers who want a change of scene and newcomers looking for Dutch practice; the next step is to pick the right card for how many items you borrow in a year.

• Why it is worth going regularly: beyond books, OBA runs a Taalcafe for Dutch at A1 to B1 level, open to everyone with no registration, plus free language help hours and reading groups, and the agenda lists English storytelling for children aged 0 to 4, free and without sign-up. Oosterdok is open from morning to evening on weekdays and at weekends too, so on a rainy day you can stay all day.
• Work out which card pays: cost per item = (annual fee + EUR 4.50 first-year registration) / items borrowed per year. For ages 27 to 66 the Basis card is EUR 40 a year, up to 20 items a year and 10 at a time, plus 6 e-books and 6 audiobooks; borrow all 20 and each item costs about EUR 2.23 in year one. Altijd & Overal is EUR 62.50 a year, unlimited, with no late, reservation or other-branch return fees. The gap is EUR 22.50, the same as 22 reservations at EUR 1 or 75 late days at EUR 0.30, so if you borrow more than 20 items a year or reserve often, take the second.
• Age and status set the price: under 18 is fully free with no late fees; ages 19 to 26 get a free card for 20 titles a year, or EUR 22.50 for Basis Jongeren if you want e-books; 67 and over pay EUR 32.50 for Basis. Stadspas holders (low-income residents of Amsterdam, Diemen and Weesp) get Altijd & Overal free. Paid cards run for 12 months and can then be cancelled monthly.
• Before you sign up: you need a valid address in the Netherlands, not necessarily Amsterdam; you can apply online but must activate the card at a branch desk with valid ID. Loans last 3 weeks and can be extended twice, up to 9 weeks. Refunds only go to an EU bank account.
