Dutch ISDE insulation subsidy: EUR 16.25 per m2 of pitched roof, and a second measure within 24 months doubles the insulation grant

Once the weather turns, homeowners start asking whether to insulate the roof or floor and how much the state pays towards it. NU.nl reports today that homes upgraded with an energy subsidy or loan rose 22% in 2025 to almost 300,000, the highest since 2021, with insulation the most popular measure; homes in owners' associations (VvE) still lag behind. The grant most people use is ISDE from the Netherlands Enterprise Agency RVO. It is not a percentage off your invoice but a fixed amount per square metre by type of insulation, and it only goes to owners who live in the home themselves. Tenants cannot claim it; that is up to the landlord. For international homeowners, the key is understanding how the per-square-metre sum works and when it doubles. Next step: measure the area first, then estimate with the formula below.

• Work out the grant by area: grant = area x amount per m2. For work finished in 2025 or later: pitched roof EUR 16.25, external facade EUR 20.25, cavity wall EUR 5.25, floor EUR 5.50, crawl-space soil EUR 3 and unheated attic floor EUR 4; roof and floor types need at least 20 m2 combined, walls at least 10 m2. HR++ glass pays EUR 25 per m2 and triple glass in new frames EUR 111, with a 3 m2 minimum.
• A second measure doubles the insulation grant: add a second insulation measure within 24 months (or a heat pump, solar water heater or heat-network connection) and the whole insulation amount doubles. Example: a 50 m2 roof is 50 x 16.25 = EUR 812.50, plus a 40 m2 floor at 40 x 5.50 = EUR 220, together EUR 1,032.50, doubled to EUR 2,065. Bio-based materials earn an extra bonus (EUR 5 per m2 for a roof), but that bonus is not doubled.
• How the payback looks: Milieu Centraal estimates that insulating the pitched roof of an average corner house costs about EUR 6,500 with a contractor, the grant is about EUR 900, so about EUR 5,600 net; going from no to good insulation saves about 340 m3 of gas a year, roughly EUR 480 at EUR 1.37 per m3, so about 11 to 12 years to earn it back. Doing it yourself costs about EUR 1,700 in materials.
• Check before you apply: the home must have been built before 1 January 2019; apply within 24 months of finishing the work; each insulation measure needs one photo taken during the work, so take it then; ask the contractor to put the area and the insulation value (Rd) on the invoice. Two measures stacked in the same spot (say roof and attic floor above each other) only count once.
