A headline saying “household electricity tax almost to zero” can easily sound like a reason to change the monthly advance payment now. It is not. Consumentenbond published the policy proposal on 17 August with calculations by Berenschot; it has not become tax law. The package tries to rebalance what households pay per unit of energy compared with large industrial users. Household electricity tax would fall sharply, large gas users would carry more tax, and the fixed annual energy-tax rebate would be reduced somewhat. The organisation says nearly all households would receive a lower bill if government adopts the proposal, while electrification becomes more attractive. “No extra cost to government” means the total tax yield is designed to remain neutral; it does not promise the same saving for every household. Hokimi’s judgement is that the plan is useful evidence about policy direction, but not a trigger to change a contract or advance payment today.
